EPA Lead and Copper Rule Revisions

There has been a set mandate from the United States Environmental Protection Agency (EPA) regarding the Lead and Copper Rule Revisions (LCRR) to better protect children and communities from the risks of lead exposure through water lines. The Lead Elimination Assistance Program “LEAP” campaign was recently launched by the Virginia Department of Health Office of Drinking Water to promote and educate both localities and homeowners about the dangers of lead service lines.
Under Executive Order 13990, it is required that all localities within the United States report the type of water lines in use by the service line (Town line) and the customer’s line.
The Town of Tazewell must compile a Lead Service Line Inventory (LSL Inventory). The inventory must include the Town’s portion of the water service line (before and including the water meter) and the customer’s portion of the service line (after the water meter into the home or business). Lead service lines were primarily installed during the late 1800s through the 1940s with a federal lead ban effective June 19, 1986.
All municipalities in the United States are required to complete the Lead Service Line inventory. The Town of Tazewell will be conducting a customer survey in order to gain information on the type of service lines going into their homes. Please watch for this survey in your next water bill. If you will, fill out this brief survey and return to the Town of Tazewell by September 15, 2023. We would greatly appreciate your assistance in achieving compliance by completing the survey. Solicitation for Bids – Mowing Services

SOLICITATION FOR BIDS – MOWING SERVICES

The Town of Tazewell is soliciting bids from qualified contractors interested in and capable of grass cutting at Lincolnshire Park in North Tazewell, Virginia.

Bid documents outlining terms are available from the Town Manager’s office located at 211 Central Avenue or by calling Todd Day, Town Manager at (276) 988-2501.

Due to the cost of this service, we are authorized to use the Small Purchase Procedures as per The Virginia Procurement Act (2014 Edition), which states we must post a notice on appropriate website and solicit, in writing, four (4) written quotes. However, we are using a sealed bid method to obtain the quotes, but not recognizing normal advertisement time frames for sealed bids.

A pre-bid conference and visual inspection of Lincolnshire Park will be conducted, Tuesday, May 2, 2023 at 10:00 a.m. at the Tazewell Municipal Building. Bids must be submitted using standard bid forms available through the Town Manager’s office. Bids will be received no later than 10:00 a.m. on Friday, May 5, 2023 at which time they will be publicly opened and read aloud in the Town of Tazewell Council Chambers.

Due to an inadequate response the pre-bid conference and visual inspection along with the bid opening date for mowing services has been rescheduled. The pre-bid conference is no longer mandatory.

NOTICE OF JOINT PUBLIC HEARING

NOTICE is hereby given that on Tuesday, January 10, 2023, at 7:00 p.m., in the Council Chambers of the Municipal Building for the Town of Tazewell (“Town”), located at 211 Central Avenue, Tazewell, Virginia, the Tazewell Town Council and Town of Tazewell Planning Commission will hold a JOINT PUBLIC HEARING, pursuant to Virginia Code §15.2-2204, Town Charter Sec. 3-8, and Town Code Sec. 23-2, to provide the citizens of the Town an opportunity to be heard with respect to a proposal for the Town to amend Chapter 23, “Zoning”, of the Code of the Town of Tazewell in order to revise the zoning map classification for property located at 751 Fincastle Turnpike, Tazewell, Virginia identified by the following Tax Map Parcel Nos.: 094B4 A 0053 and 094B4 A 0054. The proposal requests the properties be re-zoned from their current R-1 classification to a revised R-2 classification.

The general usage and density range of the proposed zoning classification amendment will be Residential, General, with a range of 2 – 5 dwelling units per acre, which would reflect a change from the current range of 0-2 dwelling units per acre, with the usage and density range as set forth in Part VI of the Comprehensive Plan for the Town being low density residential.

A copy of the proposed Ordinance amendment (map revision) is available for review and inspection during normal business hours (8:00 a.m. – 4:30 p.m.) at the Town of Tazewell Municipal Building, as referenced hereinabove.

Notice of Joint Public Hearing on December 13 2022

NOTICE is hereby given that on Tuesday, December 13, 2022, at 7:15 p.m., in the Council Chambers of the Municipal Building for the Town of Tazewell (“Town”), located at 211 Central Avenue, Tazewell, Virginia, the Tazewell Town Council and Town of Tazewell Planning Commission will hold a JOINT PUBLIC HEARING, pursuant to Virginia Code §15.2-2204, Town Charter Sec. 3-8, and Town Code Sec. 23-6, to provide the citizens of the Town an opportunity to be heard with respect to a proposal for the Town to amend Chapter 23, “Zoning”, of the Code of the Town of Tazewell in order to add to the current list of definitions for words and phrases found in Town Code Sec. 23-1, and to eliminate one use and to supplement the list of permissible uses identified in Town Code Sec. 23-26 for properties located in Residential, General R-2 Districts. No changes or amendments to the current zoning map are being considered.

Copies of the proposed Ordinance amendments are available for review and inspection during normal business hours (8:00 a.m. – 4:30 p.m.) at the Town of Tazewell Municipal Building, as referenced hereinabove. Chapter 23
ZONING
ARTICLE I. IN GENERAL

Sec. 23-1. Definitions. (amended)

Children’s residential facility. Any child caring institution, foster home, or group home that is licensed by or in contract with the Department of Social Services, or is operated in coordination with the Children’s Advocacy Centers of Virginia and is maintained for the purpose of receiving children separated from their parents or guardians for full-time care, maintenance, protection and guidance, or for the purpose of assisting and supporting the development, continuation, and sustainability of community-coordinated, child-abused services. Children’s residential facility shall not include:
1. A licensed or accredited educational institution whose pupils, in the ordinary course of events, return annually to the homes of their parent or guardians for not less than two months of summer vacation;
2. An establishment required to be licensed as a summer camp by §35.1-18 of the Code of Virginia, as amended;
3. A licensed or accredited hospital legally maintained as such; and
4. Any facility licensed by the Department of Social Services as a child caring institution as of January 1, 1987, and that receives no public funds.

Foster home. A residence approved by an accredited child placing agency or local board of the Department of Social Services in which any child, other than a child by birth or adoption of such person or a child who is the subject of a power of attorney to delegate parental or legal custodial powers by his parents or legal custodian to the natural person who has been designated the child’s legal guardian pursuant to Chapter 10 (§ 20 166 et seq.) of Title 20 of the Code of Virginia, as amended, and who exercises legal authority over the child on a continuous basis for at least 24 hours without compensation, resides as a member of the household.

Group home. A children’s residential facility that is a community based, home-like single dwelling, or its acceptable equivalent, other than the private home of the operator, that is and serves up to 8 residents.

New Paperless Billing Option for Water/Sewer/Garbage Bills

The Town of Tazewell is happy to offer its customers the option of paperless billing. We are now able to offer the e-bill option for your water/sewer/garbage bills. If you opt to receive your bill electronically, you will no longer receive a bill in the mail.

To begin using this new payment option, download and fill out the E-Bill Enrollment form and the Payment Authorization form and bring both, along with a voided check, to Town Hall. You can also pick up copies of the forms at Town Hall.

Kayak and Paddle Board Rentals at Lincolnshire

Kayak & Paddle Board rentals will be available at Lincolnshire starting tomorrow, July 11. Mon-Sat 10-6, Sun 1-6 the last rental will be at 5. Paddle boards & single kayaks $8/hour, double $10/hour. Rentals will be conducted from the pool check in area.

Water Leaks

Sometime around 2010 the Town of Tazewell retired a 500,000 gallon water tank located in North Tazewell. The reasoning for retiring that water tank was driven by its severe deterioration and the tremendous amount of water leaking from the tank. Removing the tank from service left that pressure zone without sufficient domestic water supply, but more importantly it also alleviated the availability of fire flow once provided by that tank. In order to supply both domestic water and fire flow which were originally provided by the now off line tank, the existing valve system, and the installation of new apparatuses and valves all around the town of Tazewell was strategically manipulated to provide those necessary services to North Tazewell from the two tanks already existing on Dogwood Road.
It was also understood the Town of Pocahontas was in desperate need of modernizing its water system. The Health Department and the Office of Drinking Water along with the Town of Tazewell, Tazewell County PSA and Tazewell County all recognized an opportunity to save tax dollars and capitalize on the benefits of working together as a team to address a number of areas that left something to be desired with respect to water systems all across Tazewell County. For a fraction of the cost of building a new tank in North Tazewell the Town of Tazewell contributed a portion of the cost to the PSA to go toward a new water tank which is located just outside the cooperate limits of the Town of Tazewell. That new tank, which was recently completed, would provide an additional 60 pounds of water pressure which is desperately needed at some of our higher elevations plus the new water tank will help permanently serve all areas across the Town of Tazewell and parts of Tazewell County with both domestic water and necessary fire flow. The new tank would also allow the Town of Tazewell to decommission two older pump stations one of which is located on Pine Street and the other is located on Quarry Street. In order to
prepare the community for this pressure increase the Town of Tazewell walked door to door three years ago and notified each and every business and home owner by using door tags in the future affected area that the increase in pressure was coming. The Town of Tazewell also provided FREE of charge, a Pressure Reducing valve to each structure if needed. We also notified 100% our then population in the quarterly newsletter for several quarterly issues.
The municipal water lines all across the Town of Tazewell have an assortment of pressure ratings. The minimum pressure rating of any water lines that we have been able to identify is 150 psi class. However that 150 psi class water line was rated for that pressure when it was
originally put in the ground. It also had a life expectancy back then of maybe 50 years. So today for example that same water line due to age would be rated at maybe 80 psi. In 5 or 6 years from now if it’s not addressed it will be less capable of sustaining the pressures that we have now and could only sustain maybe 60 psi.
Over the last few months I have had a lot of people ask why the Town of Tazewell won’t just replace the water lines in Town. Well we are replacing water lines when possible in various areas when funds allow but the process is hard to accomplish with any speed and the present water rates being charged. For Example: One of the most demanding areas for a new water line in town is located under Fincastle Turnpike between Pop Shop and Tazewell Avenue. That water line on Fincastle that is causing a lot of our problems is a 12″ water main. Just to replace that stretch of water Main has been quoted, for material only, at well over $260,000 dollars. I can assure each of you that we don’t have that amount of cash available in the Water Fund to do that project yet but we are taking necessary steps. We are also working with the Health Department to try and attract grants and we are doing due-diligence on water rates. This is also the reason Fincastle has not been paved yet.
I hope in some way this helps everyone better understand some the battle we are facing. We are trying to sustain our present quality of life but also secure a potential better future for all our existing business, families and those yet to come. When you’re out and see these men working on water mains across Tazewell give them a thumbs up and a little support! They are out there all hours of the day and night. They are working in the snow, rain and freezing weather sacrificing quality time when they could be with their families in the evening, over the weekends or on Holidays.

Town Decal No Longer Required for Town Residents

Residents that live within the Town of Tazewell corporate limits no longer need a Town decal. The vehicle fee will remain on your personal property tax ticket. State law requires the existing Town decal be removed from center of the windshield.
